Ilya Shapiro is currently Vice President of the Cato Institute, Director of the Robert A. Levy Center for Constitutional Studies. Despite all these positions, he is also editor of the Cato Supreme Court Review. He was recently hired by the Georgetown Center for the Constitution as Executive Director and Lecturer. He will take up the position on February 1, 2022. He will oversee aspects of the Centre’s activities, with a particular emphasis on originality outside of the Academia initiative.
Early life
Shapiro was born on June 27 in Moscow. His parents did everything to protect him from the Soviet Union. This was because his parents did not want their children to grow up under communism. After Shapiro was born, the whole family immigrated to Canada and settled in Ontario, where he developed his athletic and Boy Scout skills and usually began to work hard to survive in the small town.
He received his elementary education at one of Toronto’s accredited schools and moved to the United States for college studies, finally moving to Washington, DC in 2004, where he obtained his US citizenship in 2014. He has an AB from Princeton University. He also attended the London School of Economics to complete his Master’s degree in M.Sc. to complete. He received his JD from the University of Chicago Law School, where after completing his education he became a Tony Patino Fellow. He celebrates his birthday on June 28th. He is believed to be in his early or late 40s.

Before joining the Cato Institute, Ilya Shapiro was a Special Assistant/Advisor to the Multinational Force in Iraq. He has practiced with Patton Boggs and Cleary Gottlieb. Shapiro is also an author who invested his time in the making of Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020). He is also co-author of the book Religious Liberties for Corporations? Hobby Lobby, the Affordable Care Act and the Constitution (2014).
He also edited the 11 volumes of the Cato Supreme Court Review (2008–18). He has devoted his time to a variety of academic, popular, and professional publications. His publications have appeared in such publications as The Wall Street Journal, Harvard Journal of Law & Public Policy, USA Today, Los Angeles Times, Washington Post, National Review, and Newsweek. He has been a regular commentator for various news and media outlets, legal counsel for CBS News and one on the Colbert Report.
Other positions
Shapiro has filed more than 400 amicus curiae briefs with the Supreme Court as a “friend of the court”. He testified before Congress and the state legislature. He is an Associate Professor of the Federalist Society, a Washington Fellow at the National Review Institute, and has also been an Adjunct Professor of Law at George Washington University and the University of Mississippi.
He is also Chair of the Advisory Board of the Mississippi Justice Institute, an active member of the Virginia Advisory Committee, and barrister at the Edward Coke Appellate Inn of Court. In 2015, he was named a rising star by the National Law Journal’s 40 under 40 list.

Before entering private practice, Shapiro was clerk of the United States Circuit of Appeals (Fifth Circuit) for Judge E. Grady Jolly.

According to his Falls Church School Board Ilya Shapiro website, he is a married man with two teenage children. One is 5 years old and the other is 3 years old. His eldest son attends Mount Daniel Kindergarten and his youngest son attends Dulin Cooperative Preschool, where his wife Kristin serves as President.
