Early Life
Penney Azcarate was born in September 1967. She is a graduate student with a degree in criminal justice from Old Dominion University, which she received in 1988. She later received her JD from George Mason University School of Law, graduating in 1998. Azcarate has a long history of public service, beginning when she was accepted into Old Dominion University’s ROTC program, where she spent four years of her life. Despite this, she spent several years in her reserve responsibilities while studying law.
After graduating from George Mason, she worked continuously for five years as an assistant to the Commonwealth Attorney and later entered private practice. She was then elected by the General Assembly in 2008 and given the duties of the General District Court Bench.

In 2008 she became the first female Chief Justice and later in 2015 she was appointed to the Fairfax County Circuit Court. During her tenure on the bench, Justice Penney oversaw the creation of the first Veterans Treatment Docket in the Commonwealth of Virginia, one of the special courts serving veterans suffering from mental health problems and substance abuse. Also, Judge Penney Azcarate began to care about the pattern of veterans who came before her in the criminal complaint line with no criminal records. She recognized the need for the necessary resources for the veterans to return to their normal lives and receive treatment for their mental health issues and substance abuse problems.
The judge also dealt with the veterans who committed nonviolent misdemeanors and felonies. She made the decisions related to providing resources to the veterans to help them and reintegrate them into the community. Because of their effective treatment, Fairfax County today established a Veterans Treatment Docket in each of its three types of courts. Judge Penney also advises law students, providing them with practical knowledge and anything that might be possible in their school careers while pursuing their summer internships, part-time jobs or internships. She lectures on the importance of socializing or networking and networking with the experiences to maximize career opportunities.
